Wow, I'm frankly embarrassed it's taken me this long to get around to reading this, it was epic and awesome. It's one of my favorite series and this is one of the best issues I've read on this board.
I loved the recap at the beginning, it's definitely a great help. It's also amazing just how much you have going on in one story - it's like an episode of RAW, you've got so many different elements feeding into things. But I have great faith that this will all pull together into something impressive, as the last arcs have done.
There is a lot of chess being played here, some fairly overt, some pretty subtle, but it made for a very engaging issue. It's another one that we'll be coming back to later on, I figure, to see just how cleverly you set things up.
Thea is starting to show some personality, and should be a very interesting character going forward. Very excited to see where you take her, these are certainly some ominous developments, not that I can blame her.
Everything's firing on all cylinders now, really can't wait to see where this one goes.

Yeah, like eric, I'm sorry I didn't get to this sooner. It was a great issue! I don't know if it's one of my favorites, but it was wonderfully done!
I liked the use of Thea's drug addiction plot line and how you're handling all the subplots in general.
My only serious critiques: you had a handful of very noticeable typos and the plot is back to Birds of Prey 2.0. Which is fine. I'm just still stuck in the "it's called Green Arrow" mindset, which is stupid at this point since I know what I'm getting into. I just feel as if Ollie's role is as the leader, but like you even say in the chapter, Shiva doesn't care about him. He isn't the focus of the plot. BC and the Birds are. Again, which is fine, but the title is misleading. On a similar note, I wish you'd include some classic GA liberal storylines. That's one of his defining traits. Oh, and more Diggle!!

Firstly I'm glad you like it.
Secondly, there are two major baddies, and I thought I hit on both.
The first, yes, is Shiva. She is about the birds. The second are kidnappers that, through Thea, I tried to hit on. They are 100% about Ollie, Thea, and Robby in fact. The bit on them, which I opened with, is going to be expanded soon. Ollie very much has his own line. My story, having so many people, has multiable storyline. As the chapter was getting long I decided to put it in the next installment.

Missed your last part. Diggle will certainly show up more. As for the liberal storylines, which I also love, their hands are tied ATM. This being said I couldn't forget them if I tried. They will be included and I will *happily* work them in as possible for you. Glad to do it.

I say this a lot when reviewing this series (even if it is quite a bit late in doing so), but there's a LOT in this one and I have a feeling it'll be another one of those issues we'll be revisiting down the line as one of the important ones. It covers quite a lot of ground (physically as well as metaphorically) and gives a lot of the character moments that is a hallmark for the series. The recap in the beginning was well done as well, and really helped set the stage for all the important details we needed to know to get right in. The issue itself also did a great job of reestablishing the many plotlines running through.
First and foremost, I love your take on Waller. She's truly dangerous here, something that hasn't really been explored in some of the other series and you can see exactly how she got herself into the position that she did in our universe. Certainly not the worst person to have in your favor bank, but deals with the Devil certainly have their way of bringing consequences. It will be interesting to see when/if they ever actually call that in, and the aftereffects of it.
The issue really pulled together a lot of disparate threads, and remained not only engaging but easy to follow, even as it jumped around different times and locales. It certainly seems some pretty major events happened here that will have a lot of bearing going forward: Roy's injury and Thea's actions with Shiva I suspect will have some pretty big ripples down the line.
It didn't feel as intense as some of the previous issues have, but that's not a knock on the issue - a lot happened and stepping off the gas a bit to let the effect of them sink in really worked. It's also a credit to your abilities as a writer that you can do multiple types of stories with equal skill.
Hopefully it doesn't take me as long to get to the next one, keep up the great work.
