(1 - 12) On a dark, stormy day, Thomas Curry, the lighthouse keeper of Amnesty Bay, Maine, discovers a gray-haired man who walks out of the sea itself. The mysterious man gives Thomas his infant son and then disappears. Years later, this same child, Arthur Curry, discovers his unusual abilities to breathe underwater and read people's minds. Eventually, Arthur comes into conflict with Simon Jones, a man infected with an extradimensional parasite; Shimmer and Mammoth, two superpowered sibling thieves; and Shubhada Anand, a superhumanly lucky activist-college student turned criminal. After each battle, these criminals are taken in by the mysterious DEO. During this time, Arthur begins to go to school and play football at Metropolis University. There, he is followed by his childhood friend turned girlfriend, Jenna DeMarco. Another close friend of Arthur's and a jokester, Brian Collins, enters into the Navy. After his last battle, Arthur meets an unusual young man with abilities like his: Garth. Garth takes Arthur to the undersea, divided country of Atlantis. There, Arthur discovers he's the son of Queen Atlanna. His ego clashes with his half-brother, King Orm, which leads to Arthur being forced to prove himself in combat. Shortly after doing so, Atlantis comes under raid from a rebelling sect of warriors. Arthur joins the battle alongside Orm, fighting the mysterious Ocean Master, leader of the rebellion, and Mera, a beautiful redheaded warrior who can use water as a weapon. The rebellion flees and Orm declares that Arthur can safely keep his place as an Atlantean, but only if he gives up his ties to the surface world. Later, Ocean Master reveals his identity as an aquaman named Vulko and sends Mera on a mission to kidnap Arthur. Up above, Amnesty Bay begins to be hit by a mysterious, powerful super-storm, Hurricane Robert.

With Bryan Haly, the head of Haly's Circus, shown to be the Head of the Maroni Family the three forces come to conflict ending with the deaths of Haly and Donald Grayson, and Bruce discovers that Dick Grayson lays in wait at Bruce's own manor.
