So, this has been clarified recently, but I felt like it required its own announcement so no one would be confused in the slightest.
TIME TRAVEL IS ALLOWED!

HOWEVER, it must be cleared with the admins, and it must not involve stepping on another writer's toes by needlessly establishing history for their characters (unless they agree to it, obviously).
It is that simple. If you wish to tell a Legion of Superheroes story, do it. Just talk to us first. If you want Flash to travel through time, go ahead. Let us know. Hell, even a Batman Beyond title could work with the correct handling.

Time Travel is fine.
Any major changes in the past should probably be run by the admins. If you want to write a story where Atlantis was once a thriving civilization, or if you want to write a WWII era hero punching out Hitler at some point, that's fine.
If you want to rewrite history so that all of humanity is descended from shrimp people or you want to assassinate Hitler before his art school days and prevent the holocaust, well, that affects history to a point where it'd hinder other writers on the site, so it probably wouldn't be allowed.
As for future stories, such as Legion, they're fine, but in the grand scheme of things the future is never set in stone. If you want to write Legion or a post-apocalyptic line like Kamandi, that's fine. But it doesn't mean that our collective history is automatically going to go that direction.
Finally, claiming one character means claiming all alternate versions of that character, and this applies to time travel storylines. For example, if you want to use a past or future version of Superman, you need to clear that with the current Superman writer (or claim Superman yourself if available).
TL;DR: Time travel is fine. Don't screw over other writers. Kittens are adorable.
