With the sheer volume of characters in the DC universe, such a list would be impossible to build or maintain.
If you have questions about the availability of any character, just ask.

A quick way to figure our if the character you want is claimed or not, go to the MCL, ctrl+F, and type your character's name in the search bar. If it doesn't appear, it's unclaimed.

No, but Anarky is in continuity as part of Ex Machina.
