What's the story so far with these two groups?
I know that white Rabbit was used In 'Haven but I haven't seen anything else. I haven't read every ultimate title either so I could easily have just missed it. The reason I ask is because I was thinking about using them just for a quick cameo type appearance in Catman. Something that I could possibly use in a later story.

You can use them as a cameo if you want. They are public claims.
Amanda Waller leads ARGUS which is your typical black budget anti-superpower operation, capturing criminals and keeping them under lock and key.
White Rabbit, Psimon, Shimmer, Mammoth, and Jinx are superpowered criminals who were captured and are currently being detained by ARGUS. The latter four were captured back in Aquaman in 2007.
There aren't many established details other than that. Feel free to use them however you like (as long as other people can use them too).

Do I have to claim characters from argus or can I just use them?
I'm also planning on donating a few characters to public claims

Just run your plans by an admin first and you can use them. No claiming needed.

He wanted something really minor. FYI, if there ever anything remotely possible to screw someone over/change things in any real way it is automatically opened 100%. Promise.

Yeah, this was something that if it had been brought to you instead, you could've approved it without consulting any of us. In fact, I honestly don't think cross needed approval for what he asked, but it never hurts to ask to be sure.
